In its economic vision, the municipality of Beesel consciously chooses a course that is local, sustainable and balanced. Alderman Anouk Huijs and Policy Advisor for Economic Affairs Gilbert Idink explain how they, together with entrepreneurs and partners such as PVB Limburg, are building future-proof business parks - with support and action.
Local direction with clear choices
In the economic vision Beesel 2040 it is black and white: economic development must contribute to broad prosperity, not just employment or growth. That calls for choices, says Anouk Huijs. "We strengthen local entrepreneurship, but in balance with the living environment. That is why we offer no room for XXL logistics or new intensive livestock farming. What we do offer is (family) businesses that make a positive contribution to the community and environment."
Beesel has three business parks with over 80 companies, remarkably many manufacturing companies for a municipality of this scale. "We want to future-proof these business parks. But that is only possible if we work together with entrepreneurs," says Gilbert Idink.

What lives on the sites?
To actively involve business owners, Beesel municipality launched a survey campaign together with PVB Limburg. "We handed out the survey personally, together with a recyclable and biodegradable cup," says Idink. "That stands out and often stays on the desk. That way you remind someone of the letter just a little bit longer."
The approach proved successful: within a short time 40% of the companies had already responded. Many entrepreneurs are open to cooperation. "More than half say 'yes' or 'maybe, depending on the topic,'" Idink said. The topics that businesses care about are also clear: Sustainability, traffic, green space and safety. "That offers real perspective," says Huijs. "What matters to us is not the survey itself, but what comes out of it. Concrete insights, based on what concerns business owners."
Municipality of Beesel now wants to work with entrepreneurs and PVB Limburg to further deepen the results of the survey in follow-up discussions. Huijs: "If it turns out that several companies have sustainability questions, we can bring them together and sit down with an expert. No endless meetings, but action-oriented."
Pragmatic approach
The cooperation with PVB Limburg fits well within the pragmatic approach of Beesel municipality. "We could also have brought in an agency from outside the region," says Idink. "But it is precisely the experience, knowledge and proximity that make the difference. Lidy Rutten (LWV), booster of organizational improvement, knows the region and brings practical experience from other business parks. We don't have to reinvent the wheel."

De kracht van georganiseerde samenwerking
Gemeente Beesel ziet georganiseerde samenwerking als een onmisbaar middel om bedrijventerreinen toekomstbestendig te maken. “Het is geen doel op zich,” benadrukt Huijs, “maar wel een manier om als ondernemers en gemeente samen keuzes te maken. Over inrichting, uitstraling, bereikbaarheid, verduurzaming enzovoort.”
Dat hoeft geen zware structuur te zijn. “Het begint met relaties,” benadrukt ze. “We kennen veel ondernemers persoonlijk. Dat helpt om vertrouwen op te bouwen en écht te horen wat er speelt. Dan ontstaat er vanzelf beweging.”
Ondernemers aan zet
In het centrum van Reuver is inmiddels een bedrijveninvesteringszone (BIZ) actief – mét steun van de gemeente, die het ingezamelde bedrag verdubbelt. “Dat is vrij uniek,” vertelt Idink. “De ondernemers bepalen zelf waar ze in investeren, bijvoorbeeld in uitstraling of evenementen. En het werkt: de eerste zichtbare resultaten zijn er al.”
Een vergelijkbare aanpak zou in de toekomst ook op bedrijventerreinen kunnen ontstaan. “Maar dat moet uit de ondernemers zelf komen,” zegt Huijs. “Wij faciliteren, denken mee en durven soms net dat stapje extra te zetten. Bijvoorbeeld met subsidies of regelingen, als daar behoefte aan is.”
Waar staan we over vijf jaar?
“Dan hopen we dat er een sterke ondernemersorganisatie staat die de bedrijventerreinen vertegenwoordigt,” stelt Huijs. “Met een actieprogramma waar iedereen zich in kan vinden en waarin duidelijk is wie waarvoor aan de lat staat.”
Die houding van ‘samen aan de lat staan’ is kenmerkend voor Beesel. “We investeren veel tijd in persoonlijke relaties,” aldus Huijs. “Regelmatige werkbezoeken horen er gewoon bij. En als we iets zeggen, doen we het ook. Dat wordt gewaardeerd.”
Idink vult aan: “Als we op dat punt zijn – met wederzijds vertrouwen, georganiseerde samenwerking en concrete resultaten – dan hebben we een fundament gelegd voor bedrijventerreinen die echt klaar zijn voor de toekomst.”
