Euro 5 vans denied access to zero-emission zones from 1 January 2027

Vans with emission class 5 (Euro 5) will no longer have access to zero-emission zones from 1 January 2027. Entrepreneurs with such a van are advised to think about alternatives in time. To help with this, municipalities are offering free assistance in switching to zero-emission transport.

Since 1 January 2025, 20 municipalities in the Netherlands, including Maastricht, have introduced zero-emission zones. Venlo will also get a zero-emission zone from 1 January 2027. Only delivery vans and trucks that are zero-emission will eventually be allowed to drive in these zones. The zero-emission zones apply to vans and trucks running on a fossil fuel such as diesel, petrol or LPG. The zero-emission zones do not apply to passenger cars.

Access to emission class 5 will expire in 2027

To make the switch feasible for entrepreneurs, a transitional arrangement applies to existing vehicles. Currently, there are three groups of vehicles that do not have access to the zero-emission zones: vans with emission class 4 or lower, new vans and trucks registered after 1 January 2025 and trucks registered before 1 January 2017 (unless electric). From 1 January 2027, access for vans with emission class 5 will also expire. To warn owners of these vans, the RDW is sending letters to about 182,000 vehicle owners between 18 May and the end of June.

Multiple solutions

"We look together at what can be done. That could be an electric delivery van or truck, but also smarter cooperation or delivery via a hub. There are often several solutions that fit how a company works now. And we also help with practical matters, such as advice on the construction of charging infrastructure and insight into costs and subsidy possibilities. Most importantly, entrepreneurs are not left with questions. Free advice is available and we like to think along to find a solution that works in practice."

Exemptions

In some cases it is possible to apply for an exemption for zero-emission zones. For example, when the vehicle is for private use only. Or if it is not financially possible to buy or lease an electric van. The website of the RDW lists the different types of exemptions, the conditions and the options for applying for them. For vans with emission class 5, it is possible to apply for an exemption from 1 July.

Applying for an exemption takes several weeks, with the exception of a one-day exemption for one-time access to a zero-emission zone. That is arranged online immediately. The vehicle has access only once an exemption has been granted.

Please note that the only official website where you can apply for zero-emissions waivers is the website of the RDW. All other websites are not official sites and there are also rogue sites that, after paying, end up not issuing an exemption.

Cleaner transport for a better living environment

Municipalities are introducing zero-emission zones for a nicer living environment and a better climate. Because cleaner vehicles reduce CO2 emissions, provide cleaner air and prevent noise pollution and nuisance.
